What is the LOWEST letter?

Ok guys.

Stupid question I know but my friend and I are having an argument about this.

Let me put it in context. I said "Whoever picks the lowest letter from the bag goes first".

Which letter would be the lowest in this case and who would go first?

That would be a BLANK tile. It's basically a wild card and trumps any letter. Otherwise, A would be the "lowest" letter.

This is directly from Hasbro's website:

Place all letters in the pouch, or facedown beside the board, and mix them up. Draw for first play. The player with the letter closest to "A" plays first. A blank tile beats any letter. Return the letters to the pool and remix. All players draw seven new letters and place them on their racks.
